BLE MAX CI 변경

- 기존 15 ms 고정에서 최소 15 ms ~ 최대 30 ms 범위로 변경- iOS/Android 모두 일반적으로 사용가능한 범위- 정렬모드의 0.5초 측정 주기 안정성을 유지하면서 BLE 소모 전류 일부 절감
